He was so tonally aware, he figured this out (I assume) on his own by screwing around with the tonal differences. Note that Hendrix famously tuned down a 1/2 step, which is a way to sort of get some of the character of the shorter scale length from the longer scale length of the Strats he played. Grover Jackson and Wayne Charvel, along with guitarists like EVH were instrumental (pun intended) in creating this new class of guitar - the Superstrat! Most tend to be 25.5, so this is a rare Jackson that gives you the quality, neck contours, and kickassedness of a Jackson, with the unique feel, the overtones, thickness, warmth and harmonics of a "Gibson" scale guitar. We all know (or should know) the costs and benefits of 24.75 vs. The desirability comes in part from the fact this is a 24.75" scale Jackson -that is UNHEARD of, and apart from the Fusion, there are almost no example of 24.75 scale Jackson super strats. It's asolid, quality Jackson, but the desireability doesn't come from High-end specs or crazy gorgeous top shenanigans. It is an extremely desirable guitar and rarely comes on the market. This is a gorgeous example of Japanese craftsmanship meets American shredder ethos. I got for an absolute STEAL off a local seller.
